Capital One Secured Card

in Credit cards
My OH applied for a Cap 1 Classic Card today and as expected was declined. Brief explanation to adverse credit - 2/3 defaulted accounts, previous mortgage arrears (last 6 months up to date on time), no CCJ's, guarantor loan up to date & paid on time every month, virgin mobile phone contract x 2 (paid on time every month), so not terrible but not great either in current climate!! He was however offered the Secured Card with £49 deposit £200 limit.
We felt this might be a good idea to improve credit so applied and signed in the online boxes etc, but our question is when he pressed the submit button it gave him a reference number to use if he needed to contact them which he wrote down, but then pressed the button to continue and it just reverted back to Cap 1 homepage.
Does this mean he has been declined/accepted/not sure and what happens next??? It all seemed a bit odd
