Take readings each week and work out your usage each month would be a good start. Then you can see if you're paying for just your own usage or also the previous tennants.

It's nothing to do with your EA. Your account, your bill, your responsibility. Agents who offer to read meters or register you will invariably mess it up, so don't let them.No free lunch, and no free laptop
