Being discharged from a DRO. When?

I went with a DRO in 2009 after getting debt advice from the CAB.
I've been reading this part of the forum and I'm seeing people talk about being discharged after 12 months.
The debt advisor at the cab did mention all about being discharged but this was a long time ago so I don't really remember what he said.
I've not been discharged from my DRO.
Should I have by now?
It's been 4 years.
I still cant get credit anywhere (no phone contract, credit card etc)
Also how do I start making my credit rating better?
Its difficult when I cant get anything like a credit card to pay off so I can prove I can do so now!

Hi,
There is no notification given of the end of your DRO. It automatically ends after 1 year unless notified otherwise, which is very rare.

What do I do now then to help my credit rating?
I know some people cant get credit cards and things straight after a DRO but its been a few years so I thought maybe I'd be accepted for bad credit rating cards but I didn't even get one of those.0 -
