I am writing my CV in Libre Office, and saving it as .doc, so that I can be assured that everyone will be able to open it. Normally, I would save it as PDF, as I would be assured that nobody would tinker with it, but I read somewhere that these days, prospective employers spend less time trawling through Cv's and the majority of them carry out these tasks on their travel on their handheld devices.

I use OpenOffice, but they should be broadly the same.
When you save the document with Save As, there is a "Save with password" checkbox. Check that and then when you click the Save button, another dialog will open up for setting the password. DON'T put your password in the top boxes, instead click the "More Options" button and it will allow you to set it to open read-only with a password for editing.0 -
Are there really mobile devices which will read old Microsoft .doc format more reliably than reading PDF? How odd.0

Getting people to read your CV is bad enough what on earth makes you think anyone is going to change it?
Putting a password on your CV it's a sure way to ensure it gets binned without being read.
Your CV is your chance to impress and when presented with a mountain of them it needs to open immediately and it needs to impress on page 1.
When I'm reading CVs I try and do them justice but there are so many you can end up scanning page 1 and unless it stands out not bothering with anything after the first page.One by one the penguins are slowly stealing my sanity.0 -

What on earth makes you think this is a reason to save in Office format?
You're right that most employers spend less time on CV screening; in most cases they use an agency for that.
By the time it reaches the interviewer, WP-specific files are part of the first rejection layer of many recruitment processes (shows you haven't thought of the possibility that they use another package).
.pdf is the best format to use.
Other hints: plain text only, no graphics, no colours, no "eyecatching" fonts, no photos.
