IMO pay the bill yourself by a trackable method, perhaps a personal cheque with information on the back saying what it is for. Read your tenancy agreement carefully: you may cause yourself problems if you let a prepayment meter be installed, the landlord may try to charge you for this being put back to a regular meter.
Your private arrangement with your flatmate is nothing to do with the supplier, they expect the bill to be paid by the occupants/ liable people. You can certainly threaten to take out a small claims action against your housemate to recover the money paid, you need a residential address for this so don't wait until they move out. It is possible the court will deem you jointly and severally liable even if you are not named on the bill, since you are presumably named on the tenancy agreement hence I suggest ensuring any and all payments are fully trackable and you can prove YOU made them.
Who is paying the council tax? Are you 100% sure the rent is fully up to date? You are very likely jointly and severally liable for these.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0 -
Nothing stopping you paying the bills, the power companies are more than willing to take money from anyone.
Reading your post, it looks like you would have trouble getting the money back from your flatmate, he appears to have shut himself off from the debt.
Personally, I would be inclined to do nothing and let him pick up the pieces on his return.
You have already paid him your 'share' of the ongoing charges and anything on top of that is his responsibility.
You should think about getting out of the flatshare as soon as possible before you get dragged down with him.
Whilst I agree with the sentiments you express here the reality at the moment is that the poster will also be left with an unwanted pre pay or disconnection if it isn't sorted (& friend looks unlikely to be doing that before 24th at best)0 -

If pre-pay meters are installed then the debt owed will be put onto them and the OP will need to pay twice for the power that he needs if he stays.0 -
