Is dirty "faulty"?

Hi,
Today I received a rug I ordered online. It was wrapped in a thin plastic sheet which, after I had signed for it, I saw was really dirty, and was ripped in a lot of places making the rug dirty, especially on the ends.
I want to return it, so would this be classed as faulty? I do not think I should have to pay the return postage. Any thoughts? Thanks in advance.

You should have rights under SOGA, as in not of reasonable quality. Where SOGA applies then the retailer is liable for returns costs.0

I think that's the previous definition. I think it has been replaced by "reasonable" in guidance notes. (As in what a reasonable person would expect for the price).
Although I am happy to be proven wrong.
