What I don't understand (and I have no problems with parking atm) is how it is advised to ignore these "fines", yet CPS have racked up a huge (presumably legal) cost against a person. I don't see the relevance of this person being bankrupt.

CPS did this so they could put it on their website to convince victims and their clients that they have some sort of legal 'clout'. Not being funny but clearly it has worked with you! We advise people to either ignore fake PCNs or to appeal to POPLA then ignore them after that - because most PPCs would never win a Court case (CPS included in most situations, with a robust defence, nowadays).
A PPC like this would have picked on this particular victim as a known easy target with no 'robust defence' - I can't recall all the details from when I last read it but didn't he already owe some real parking tickets and bills, was in financial mess but still owned a house, clearly he was not up to defending a CPS small claim but presented as a perfect victim to use as 'advertising space' on their website.PRIVATE 'PCN'? But for the love of God can't they just search the forum first at least? It's so much better when a person has bothered to read the forum a bit first.
So I'll start with saying IMHO
The way I read the act is that the RK is liable, not just pursuable if all else fails. It seems to fly in the face of contract law but when you read the schedule that certainly seems to be the case.0 -
Indeed it makes the keeper liable for any charge, what it doesn't legitimise is the enforceability of a penalty!
Park in a P&D without paying your liable to whatever is owing, stay in Asda too long your not!0 -

This is not about someone leaving their car on your driveway, which has never, ever happened to anyone, but always gets trotted out in this debate.
Are you sure about that? - I seem to remember a few people on here in the last year or two having just that very problem and asking us for advice.

I got a parking ticket from our local B&Q car park.....read the forum on here , ignored all letters and gave them no response - after 6 months they gave up !!
As for parking on my driveway , please do , because your car will not be drivable when you return !!! those pesky vandals !!0
