There are no changes to Council Tax Benefit in Scotland, as the Scottish government is covering the shortfall for Scottish councils for this year 2013/14.

Doesn't help the OP, but you can also get a 25% discount if you live with someone who is not your partner and is on a low income. also, there is no non dependant reduction if the claimant receives DLA.
