Finally had a visit from the DNO's subcontractor this morning.
The findings were:
He confirmed it was single phase supply with a new three phase cut-out.
He thought it odd that there were four flats and three fuses (two flats feed off one fuse). Also he thought it odd that there were two neutrals.
He did detect a small amount of bitumen emerging from where the supply enters the cut-out.
He said when the new cut-out was put in in the past two or three years they didn't do a good job of cleaning up the supply cable He touched it and said it wasn't hot.
When I confirmed that the supply had looked like that for the past ten years, he said was happy to leave it as is if we are experiencing no problems.0
