High view parking ticket - referred to bailiffs?

2 years ago I received a parking fine from a private parking company, Highview Parking. After reading the advice on this forum I decided not to pay the fine as fines from private companies are I believe unenforceable.
Since the time of the fine I have moved house. However, my ex partner (and not an amicable split!) has emailed me a letter apparently delivered today to my old address by a bailiff company called Equita. The letter has no date on it, no reference and is referring to an unpaid penalty due to Bristol City as their client (rather than Highview).
I am rather dubious about the authenticity of this letter so welcome any advice. Firstly has anyone had experience of fines from Highview being referred to Equita bailiffs? Secondly, if you have, is it enforceable?

This will be NOTHING to do with Highview, who never do Court. Private parking tickets are rubbish and you were right to ignore.
You need to see the letter and find out what it's about.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ditto both above, this is for something to do with Bristol City Council and would be for anything from a parking ticket unpaid up to unpaid Council Tax etc. Get the letter fast and see what is going on. Do it quick, any delay can add £££ to the problem.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Equita are part of the giant Capita group and enforce debts for local authorities, government and DVLA. This is nothing to do with Highview and is serious - you need to act ASAP and contact Equita.All aboard the Gus Bus !0

it looks like all statutory notice's have went to your previous address you should get in touch with the traffic enforcement centre (tec) and fill out a te7 and a te9 (i think thats the forms you need)
you need the pnc No which should have been on the letter left by EquitaI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites
