Can you settle someone else's credit card bill, using their bank giro credit slip - like a gift payment, on behalf of someone else?
Or can that slip only be filled in by the card owner themselves?

You can pay small amounts by cash yes - but normally you can't use a cheque.
If paying by cheque then the name on the cheque normally has to match the name on the bill.0 -
