Damage to grave stones

My in-laws gravestone has been vandalised along with some others in a council run graveyard .Can anybody tell me who is liable for the cost of the repairs please?.Any advice would be helpful.

I would guess if the culprits aren't identified then it would be you.

Unless you believe the council are the vandals, as per the article linked to, then the gravestone is your property and therefore the vandals or you will have to pay for the repair unless you can prove the owners of the graveyard were somehow negligent and as a result the damage happened.0
