Have a look here, it lists all local councils and what the proposed charge will be:

Many local councils have concluded their local consultation exercises and have published their intentions on the local council website, though I expect all plan to send out letters to all households in the near future if they have not already.0

Having checked mine out - all it says is major changes - but not what.
So I went onto council web site and no decision has been made - I reckon that the first I will know is when I get a bill!0 -
Most council's will be running the end of year process this weekend or next. We can't advertise the new Ctax amount until Council have met and agreed the budget. In my council, this meeting isn't until 25th Feb and we will start our year end process the next day.
As soon as we have got the budget signed off, we can advertise the rates so likely to be the same in your area.I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Durham is the only council Ive heard of that is carrying the cost of the local council tax benefit scheme and then only for the first year (hopefully, I dont see why we should have cuts when many people pay nothing)
No doubt every claimant will want to flock to villages like mine, its already difficult for local residents to get social housing with people coming from as far away as Kent!0
