VAT/ handling query re Thailand

Hi
I'm looking to order an item from Amazon from a seller based in Thailand. Before I do this, I just want to double check that I wouldn't be charged any VAT or handling fee by Royal Mail.
On the HMRC website it says you are charged a handling fee by Royal Mail if the value is over £15. When they say value does this include postage? Any help much appreciated please?
I have two options, order for just over £15 and get free delivery, or pay about £12 and delivery on top. I was thinking of going with the second option, but not if I'll end up with a minimum additional fee of £8 minimum from Royal Mail.
