Non delivery - next steps?

Hello
I ordered some items of jewellery (total £50) on 6th Jan from an apparently reputable and recommended website, to be delivered tracked and signed for.
They have not been delivered, Royal mail states they are still at Heathrow where they have been since Jan 14th when they were last scanned. I suspect they have been lost. The company asked me to contact RM and are now not replying to my messages.
I bought them as gifts and have had to buy alternatives instead so after 40 days I emailed the company to cancel my order and request a refund due to non-delivery after 30 days.
If they still refuse to reply or refund should I start a chargeback (paid via visa debit) or letter before action?
Really disappointed with this company - they had said delivery within 14 days and usually 3-5 but nowhere on the website (only address listed is in UK) does it state that they ship from their warehouse in Latvia! I would never have ordered from them if I had known.

Shame you sent that cancelation email.....
I would call your bank and get a chargeback actioned. Just (cough) don't mention that you have cancelled, as that means you have told the co not to deliver and as such can't do a non reciept chargeback.Never ASSUME anything its makes a>>> A55 of U & ME <<<0
