Web display issues - Help please

Just been trying to sort out a few problems on my Mothers PC.
Finally got an internet connection, and have noticed that the web pages are displaying strangely.
Have tried both Firefox and IE.
Here is a screen shot of the BBC homepage to give you an idea;

I think this is possibly a page style problem, and have already tried restoring the defaults on the browsers. Please help as this is driving me made, and I have no idea what to do to solve it.
