Halifax don't have to direct you anywhere. It's up to you to remember what company your husband had the loan with, and then approach that company with either a phone call, and ask, or with a SAR and the documentation to prove you can start a complaint on his behalf.
Unless you remember excatly who he had the loan with, your complaint is over. There are also other factors, like the fact you paid the loan off straightaway, which will greatly reduce any potential redress because the PPI will have been rebated.
