This sounds like a very badly written email and not at all genuine. If you get a link in an email you can hold your mouse cursor over it and the url will display in the bottom of the screen. If it is anything other than "paypal.co.uk" then completely ignore it.0

I've recently had the monthy summary message from paypal addressed to my name.
There is a link to login on the form and it starts as "email-edg.paypal.com/..........."0 -

The important bit is in bold. I don't like these kinds of link but they're really no more threatening than tracking cookies.0
