Charged utilities for a house not attached to!

Tried very hard with the tenants but they dont want to know, just wanted to know if she had a legal stand point as leverage0

But was she set up as a "back up" payment source? Or did they merely have her details as she had paid the account as a one off 9 months ago (for example)?
When did they set up the direct debit on her account?
Does she have anything (telephone bill) to prove she called them and anything to prove she moved address around that time? Are the utilities company saying she didnt inform them?
