Did she supply a final meter reading and a new address for the final bill to be sent to or not? New tenants and new account is irrelevant if the old account was properly closed and settled. Please answer the questions instead of getting bogged down in feeling frustrated.

Vaguely saying you want to be removed from a bill is not the same as supplying the reading and closing the old account. A completely new account should then be set up in the names of the new occupant(s), even if some of the new occupants are the same people as the old occupant(s). It's not usually one ongoing account.
