Tiscali mail query

Hi just wondering if anyone can help me. I'm asking this for my dad. On the desktop Pc the bit which says compose delete and spam is up at the top. On the laptop compose delete and spam is down the bottom.

How do I move it up to the top? He's really going on about it. lol

They may have different operating systems / email clients / web browsers. In each case the solution will be different but if you can't identify them, nobody can help.
