Vent/Hole Kitchen Ceiling

Hello There!
I am a long time lurker but first time poster.
I have recently purchased a house and in the ceiling of the kitchen is a hole that is covered by a grill. There is no fan behind it and i assume that through the 4" hole there is ducting to outside, somewhere. The problem is on windy days or generally cold days you can hear and feel the breeze. So my questions are what purpose does it serve and can it be covered up?

Before blocking it off you need to be sure it isn't essential to something, for example a breather for your central heating. Carbon monoxide poisoning is a big thing at the moment and you could be putting yourself at risk by closing off vents. It may be possible to close it off though or at least fit a storm cowl to it which will stop the wind blowing down into your kitchen.0

Im not sure if it could be something to do with the old boiler that used to be in the kitchen? This has since been replaced by a combi in the old airing cupboard so is not a problem anymore. Thank you for the advice, any ideas where a reasonable storm cowl could be found?0 -

Still, I would take the advice of a qualified gas engineer before blocking it off - which might be your best option if the vent is now redundant.
Strom cowls are easy to find, for example http://www.amazon.co.uk/Xpelair-Storm-Cowl-white-40587SK/dp/B004SOCR1E
Obviously you need to measure the outlet first and buy the correct size of cowl to fit over it.0
