Trouble with WC flush

In order for the WC to flush we need to push down twice in quick succession. If we push down once it just gurgles.
I have posted a photo of the internal workings of our cistern at:

Could it be the flapper or scaling or something else and the solution?
Many thanks for reading.

either fit a new washer in the syphon or better to replace the syphon (measure the height of it & get the right height or get a pushbutton version), you will need to remove the cistern off of the pan to do either, fit a new doughtnut washer between the cistern & the pan when you fix them back togetherI'm only here while I wait for Corrie to start.
You get no BS from me & if I think you are wrong I WILL tell you.0 -
new syphon washer needed. turn of water to cistern and flush to drain the cistern. you will need a bucket and sponge to get the last bit of the water out. it doesn't look like your cistern is fitted to the wall. you will need to undo the water feed pipe underneath the cistern, and then undo the 2 wingnuts under the cistern. you will then be able to remove the cistern from the pan. on the bottom of the cistern you will need to take of the big foam doughnut washer. underneath the washer you will see the big plastic nut you need to undo to remove the syphon. inside the cistern, you need to undo the grub screw on the white plastic arm attached to the metal shaft of the flush handle. then push the plastic arm forward and of of the metal shaft. once free remove the C shaped wire attached to the black spindle protruding from the syphon. now push the black spindle into the syphon, this will release the carridge for the syphon washer and withdraw it from underneath the syphon. take the washer with you when you go to get the new one. can get them from b&q, wickes or plumbing mechants. reffiting is just reverse of what ive described.0
