Booting problem

My computer has started crashing when using internet, sometimes black screen, sometimes blue screen
And -although this maybe unrelated- sometimes when I boot up the computer I get the monitor for a few seconds switching on..... then with "no signal" it switches itself off............The computer fans just keep whirring away but no boot up "beep" (see below) and no hard disk action., no boot up screen (monitor switches off).
On a normal healthy boot-up there is a Boot-up screen followed by a "beep" followed by normal boot-up
The last 5 - 6 boot ups were the worst yet. No boot up beep or action (except for the fans) on any of them, switching off at the wall made no difference. then I tried one more time....and it booted up...so I am able to post my question.
I was thinking video card fault, but even if there was a video card fault the boot up beep would still take place and the hard drive would be accessed....neither of which happens.
