Stolen debit card details and the bank is being slow

Hi there not sure if this fits the thread but here goes...
My sister's bank card was cloned and someone has created an online shopping account with it.
She flagged this to her bank on Sunday as they have maxed out her overdraft but they said they won't cancel the card until the online charges have gone through, and this has still not happened. once the charges are theough they can investigate. She was told to be patient. An easy thing to say when not your cash.
In the meantime she called the retailer saying that this was not her and they were illegally using her card. The response was die to data protection they cannot close that account as they have opened an account in their own name (not my sisters)

In the meantime she has no money and risks further spending on the card as it is still actove. Does anyone know what else she can do and if she will get the money back?
