I have no issues using ALT nnnn for inserting characters (Win7 Home premium). The key is a) I need to use the number pad, and b) the numbers must be typed in groups of 4.
ALT 0223 = ß
ALT 0224 = à
etc.
Also, at home my laptop has a US keyboard. This means that pressing " followed by a will insert ä; etc.
