12 months to cancel RCI pure points?

Hello, we have been having a nightmare trying to get rid of a timeshare we inherited from my in-laws when they passed away. We are now in a repayment scheme to try and pay off the final maintenance charge but are also getting charged for RCI pure points. We already paid several hundred last year for no benefit and filled in a surrender form back in October 2012. We have now received a new pay for 2013 on the basis that it takes 12 months to cancel. Can anyone shed light on the legality of taking 12 months for them to cancel such points?
