HMV - 25% off marked price

Not complaints, just a general wonderment.
I know that there are some laws regarding "x% off previous price", but wondered if this was the same for "x% off marked price"
Last week in HMV, they were selling 2 Doctor Who blu-ray sets for £21 and £24. Today, they are marked at £28 and £32 but with a 25% off blue cross sticker, conveniently making the price the same as it was.
Is this allowed, or are they just being a bit cheeky?

Sadly it is allowed, as long as they have previously been sold at the higher price.
The Co-op near me does this constantly. Putting prices on things up to unrealistic levels then proudly proclaiming they are half price, the required number of weeks/days later.0 -
