Has the previous owner turned the supply off to the cold tank in the loft ?

Check to see if there is water in the tank.
Make sure that the float valve is letting water into the tank, push the ball down to see if water comes through.
If there is water in there and the float works ok , find the isolation valve, this is on the pipe from the cold tank coming down to the cylinder, and make sure it is open.
If it is open, you could have a blockage somewhere, probably in the pipe from the cold tank to the cylinder.

as the previous hint suggests hot water often relies on the cold water tank
I assume that all of the cold water taps work OK - the kitchen is usually direct from mains others are from the tank
You need to find out what you have gas boiler with stored tank, gas combi or electric immersion tank. - are you sure there is a hot water tank ?
It sounds like a valve switched off somewhere - they are rarely perfect so allow some water through hence the trickle and then stop, It may not be nears the tank - have you looked under the sink - if you aren't sure what does what turn each one to halfway and recheck -if no difference turn it back and try another one

  • many thanks, you saved me money from calling in the plumber.

it was the isolation valve, from the cold tank coming down to the cylinder.

    again thanks
