Budgeting Loan Help needed! :-s

Hi,
I'am in the process of moving out (with the help of housing benefits), i have posted on this board recently about how much i would be entitled to if i applied for a budgeting loan...
Well i sent off the form and got a reply, iam entitled to 340 pounds (i applied for 1500). Obviously i do not meet certain criteria. But where do i go from here?
I need roughly 1400 to get the tenancy for the flat (200 for admin fees, 700-ish for 6 weeks rent/used as a deposit, and one months rent in advance).
If i accept the budgeting loan i'll still need roughly 1000 pounds, i have no way of getting this money or borrowing it off anybody. I asked my council if they ran a housing bond scheme, but they said it had been suspended (because of some law changes) and i wouldn't meet the criteria for it anyway. They recommend i applied for the budgeting loan which i did.
I dont know what else to do
Any idea's anyone?
