They're taking money for advertising a service that is entirely legal. Who are they to decide what's moral or ethical? That's the job of politicians. Their sole responsibility is to provide shareholders with a return on their investment.

They mentioned "booking direct" charging them 62 quid. I'm assuming (maybe incorrectly I admit) that they meant https://www.direct booking.org.uk/dsadrivingtest (URL deliberately broken to avoid increasing their google count).

If that is the site the OP used then they do seem to offer the "free" extra test booking on fail.

The real scandal is that apparently, the DSA accepts these 3rd party bookings.
If it did not, the whole scam would be dead in the water.
