How do I get rid of it?

I thought Revo uninstaller had doe it but it's come back.

Which operating system,
which version of regclean as there is a program named regclean to clean the registry or are you refering to regclean 2008 or PRO which is actually a trojan.

Have you run malwarebytes antispyware and does that show as an infection. Note: you may need to run the alternative exe files in malwarebytes to run malwarebytes.
Does your antivirus show it as an infection
If you installed it, have you gone into the c:\program files\regclean and deleted the files within the folder if your on x86 version 32bit

It may have a process running in the background and therefore thats the reason its not being deleted.
Autoruns.exe http://technet.microsoft.com/en-gb/sysinternals/bb963902.aspx will help you to disable the startup of it and the processes, see the 2nd removal instructions above on what to remove from the registry, processes.
