Which Credit card to USA?

Hello, I'm going to NYC at the end of March and am looking to take a 0% credit card for those inevitable purchases - there's a 14 month deal on Barclaycard for 0% on purchases but on filling in the application it then says:
There's a 2.99% Non-Sterling Transaction Fee charged on transactions that aren't in sterling such as purchases made when you are overseas. And if you withdraw cash overseas you will not be charged a Cash Fee.
Is that normal for a credit card? Do they all charge for buying abroad, or is it just peculiar to Barclaycard?

It's a norm, but there are some exclusions: Cheap Travel Credit Cards0

Bare in mind that in NYC some restaurants will only take Amex. So either look out for places that accept Visa/MC (If don't have an Amex that is) or have some cash.0
