Paint samples?

Hubby has great aspirations for our nursery - wants to paint disney characters etc, lots of colours, shapes. Great idea I thought, until it occurred to me that this will not be cheap, as lots of colours will be needed.
Where can we get lots of samples. I've never done painting in my life, although I know you can buy little pots in DIY shops, I am looking for a more free option.
One idea was to leaflet the neighbourhood to see if anyone has any paints left over from their projects, but getting hold of thousands of litres of magnolia paint isn't really what I mean. And no adults are going to be using bright nursery colours.
All ideas appreciated.
