Its a start though - but it is the breeding that needs strict control (including the owners!) - if every dog had to be registered at birth, including non pedigree, and all breeders had to have suitable premises and/or regular inspections then that would cut down the number of back street breeders who are out to make a fast buck and dont give a damn about the dogs.0

It was made law in Northern ireland last april that all dogs must be microchipped0

Indeed, and without a chip number the dog licence goes up
Also chipping is free here0 -
I think they should use the money for education, start animal care or respect ( cos not everyone should be an animal lover but they should learn to respect them) at the grass roots. Some awareness in schools, even 1/2 hour a week would help. Teach children the basics of animals ( including not approaching strange dogs, petting without asking owners etc etc).0
