Am I covered by any EU legislation for plumbing work?

On the 12/12/2011 I had a new emersion heater and brand new hot water cylinder fitted. The emersion heater element cracked a blew my fuses on 2/2/2013.
My question is should I be covered by EU legislation that give a 2 year warranty on parts and labour of replacing the faulty element even though it only has a 1 year manufactors warranty?
Also is it likely that a perfecty new heating element should go in little over a year???!
I be most grateful for any thoughts on this.

No, the EU rule has not been implemented in the UK, we still have SOGA, which you are a part of.
