Budget Insurance (or is it?)

My wife has car insurance through Budget Insurance, recently she changed the direct debit over to our joint account, then while trying to get into her own account online, a charge of £3.99 has been taken out every month with (Budget - Avon) bank gave the number for them and she called them. They claim it is personal injury cover, phoned budget insurance and was told nothing to do with them and to call that number the bank had given. Obviously it's been something added to the car insurance?? She was told it was personal injury cover even if vehicle isn't involved.
What are the options? Wife has no memory of purchasing it and can find no paper work.
Any help grately appreciated!

If this is being taken by dd without her authority, then your wife can use the dd guarantee to get the money immediately refunded. She just informs the bank that these withdraswals aren't authorised.
The bank will then sort it out with the mystery merchant.0
