A&F Surveyors - Free Government grant loft/wall insulation

Just had a knock and a leaflet through the door (when I didn't answer) from A&F Surveyors about 100% free loft and wall insulation in my area. It had a hand written name and mobile number on to phone up for a free survey.
Is it really 100% free or is there some catch somewhere needing certain benefits to qualify? Also I thought the scheme was over.
They were hanging around in the street waiting for people to phone for a survey there and then.
I wouldn't mind the loft doing as I know it only has some really old fibre stuff from 40 odd years ago.
