Is PPP, PPI by another name?

I have found a 'First National Bank' form for a loan that includes PPP (protected payment premium) - is this the same as PPI?
the loan was taken out in June 1992 - will it still qualify for repayment?

Nothing "qualifies" for repayment. If you have reason to believe this insurance was mis-sold to you then you can complain and if the bank agree it will be repaid to you.
However, be aware that a complaint dating back 21 years is likely to be time-barred due to a lack of records.

If this occurred in 1992 I can't help thinking that the op is scraping around the bottom of the barrel here. The phrase "trying it on" springs to mind.
I can afford anything that I want.
Just so long as I don't want much.

Yes, it often has many other names too.

there is no qualification period, PPI isnt refundable just because you had it. Also 1992 First National are not under FOS jurisdiction and all that, you will just get a time bar letter.
