ELC - wanting to do a course

My partner is in the RAF and wants to do his licences, as part of the course he needs his ELC's to go against some of the course, he went in to the education centre to ask for his file to obtain them and because he did them before there new computer system, he was told he would have to "prove" that he did them, he has no way of doing that as, it was all on his file which was done at a base that is now closed. He asked the education centre lady for help and was told he would need to sort it out..
Any ideas how he can get this information.?

Which station is this?
I know a few people who did not enroll in the ELC scheme year ago, only for 8-9 years later for it to come back and bite them in the rear when they want to use them upon leaving the service.
