Grant fro new windows

:cry::cry::cry:Hi its my first time on here so not sure what I am doing but here goes.
My father-in-law's house is in bad need of major repair. He still has wooden windows which are badly rotted and are that draughty you feel like your sitting in the street. The porch on the front door has no window in and the roof is basically no exsistent.

He is 63 years old and has cared for his wife for the last 30 years with no help from anyone. He gave his job up to become her full time carer she suffered from a very rare illness called friedricks ataxia which left her totally bed bound and unable to do anything at all. Totally heartbreaking to watch someone go through. Sadly she passed away 3 years ago.

I just think its so unfair that my father in law is living in this house now which is basically freezing cold even when he has the heating on. He owns the house but can not afford to replace windows himself. He sleeps in a chair downstairs (which he has done for 20 years) as the house had to be adapted i.e. disabled lift, hoists etc installed to cater for his wifes needs but they are still there no has even been to remove them.
Its so wrong to see him have to live like this after never asking or being offered any help from social service, government or anyone else.

Could anybody please give me any advice about any kind of government funding he could apply for to help with new windows/doors and house repairs.
