Middle rear seatbelt stuck on ford fiesta

Can anybody clarify for me if a car can pass it's MOT without a middle rear seatbelt?
I need to get some other things done so went to another garage today to compare my quote and they mentioned that I should have been able to pass my MOT without the belt?
The receptionist at the garage doing my MOT have said absolutely not. Is this because the faulty belt was in the car during the test- If I'd have removed it before the test and had no belt there it wouldn't have failed on it?0 -
My MOT guy plugs ALL the belts in. So unless you removed the entire belt and buckle for the centre seat my guy wouldnt pass it.
But i thought you had the back of the seat off? It just needs resetting. Trip the mechanism so it releases and your sorted.Censorship Reigns Supreme in Troll City...0 -

so it looks like 2 belts will do, the buckle does not need to be removed.In forward facing rear seats any of the following;
I. A 3 point inertia reel belt on an outboard seat and a 3 point static or inertia reel belt, lap belt, disabled persons belt or child restraint for at least one other seat; or
II. A static 3 point belt for one seat and a disabled person’s belt or child restraint for at least one other seat; or
III. A 3 point belt, lap belt, disabled person’s belt or child restraint to each seat.0
