I have been ticketed in the Pelham Centre Lincoln. The ticket states that I parked without a permit. I have appealed the ticket stating that the Car park in question is not a pay and display car park, but is a free car park for visitors to the Pelham Centre.

I have their reply where they insist the Car Park is a pay and Display car park and that it was my duty to display a pay and display ticket in my vehicle where it cannot become dislodged.

I have made my second appeal, again stating I was visiting shops within the Pelham Centre and the signs at the entrance to the car park say it is for visitors to the Pelham Centre, who can stay for three hours. They are not alleging I stayed longer than this or that I left the site. They have clearly ticked a box on the ticket that I failed to display a permit. Their reply to my first appeal states " All vehicles must be displaying a valid parking permit or Pay and Display ticket clearly in the windscreen...."

I have in my second appeal stated there is nowhere in the car park a machine from which to purchase a ticket, no signs saying it is pay and display, and I have attached photographs of the signs at the entrance and near where I parked that show the car park is for the use of visitors to the Pelham Centre and they can park for three hours.

I am expecting them to again to reject my appeal. What further can I do when I take my third appeal to POPLA for independent assessment.

Is there a list anywhere of Car parks managed by UKCPS and what their status is, (ie Pay and Display, free for use to customers etc) since UKCPS clearly do not know which of their car parks are Pay and Display and which are for free use of visitors to shopping centres.

Advice welcomed please.

    Stop communicating with them, this is just a fake ticket. You can see what you are dealing with now. It's pointless trying to reason with them.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    you obviously did not watch ,,the sheriffs are coming,,last week,,just ignore the clowns, their tickets/invoices are FAKE, full stop,end of,finito.please read the stickies and what letters to expect about these clowns.
