New Gas System Boiler Quote Barry (south wales)

Hi
I need to change heating system - Install new boiler and 8 radiators. I got this estimation - labour only:

Installing boiler + gas certificate £400
instaling radiators with pipework -> £150 each -> 8*150 = £1200

Total: £1600 labour + material cost

Is this quote fair?

Is he repiping the new radiators?
Will he need to significantly alter the existing pipes supplying the exisitng radiators?
It mentions pipework but could you expand on that?

At the moment boiler is at the attic. New boiler will be on the ground floor in the kitchen. 4 radiators upstairs will be changed (pipes will stay the same). Ground floor 2 radiators stays in the same place, 2 will need to be moved. So some pipes on the ground floor need to be changed and new connection from boiler to the heating system needs to be made.
