Video blur/stutter

I have a Windows XP SP3 Pentium 4 HT PC. On watching some 1080 film files, or watching the online BBC rugby live now, my system suffers from video stutter/blur.
Is there anything I can alter to improve it's performance? Or can I just plug-in a better video card? Or what would you suggest?
What info on my system would you need to make a decision?

on bbc1 iplayer live SD? - (live iplayer streams always seem a bit rubbish compared to iplayer catchup, especially with fast moving action/sport)
is SD ok?

I'm watching iplayer and tvcatchup side by side, on a good connection and processor/graphics, and both are blocky from time to time
better graphics card could make a difference to hd downloaded content, but streamed depends a lot on the download speed and service being used.
iplayer is about 15 seconds behind tvcatchup, which is about 2 seconds behind the tv.!!

Got a Panasonic DMP-BDT220 blu ray player ready to incorporate into my system. Also got my TP-Link router running so don't know if that will make things better or worse? Haven't got a smart tv yet. All things are running to my pc monitor.0 -
Head over to cable forum and you will see plenty of people on virgin with streaming issues on iplayer and youtube(seems to be virgin traffic management, even though they wont admit it). Its one of the reasons ive switched over to sky fibre
