Why Does Paypal Take money from my bank account?

Refunded buyer from sufficient funds in paypal. He then gave me positive feedback and closed dispute. He obviously, and I certainly did, thought the refund was instant.
Seven days later, refund has bounced as insufficient funds in bank account.
Exactly the same scenario with a small purchase I made, enough in paypal but bounced due to nothing in bank.
Why doesn't paypal use what is in paypal?
ETA. Seems I'm not the only one. Apparently I need to link paypal to card rather than bank account for instant transfer. Still doesn't explain why pp cant use money held with them.
