Blocking web sites/parental control for iPod touch?

I'm going to give my child my old iPhone without a SIM card so it with be to all intents and purposes an iPod touch.

Is there a way we can set up parental controls over Internet use? On the PC we used parental control on Windows 7 but how do we put appropriate blocks in place on an iPod touch/iPhone?

Any recommendations though. We did that search and have done the parental controls on ios but that won't stop inappropriate web content will it? Seems the Internet is either on or off & we don't want to remove web access completely.
