Boiler with external controls

My mum had new heating installed by housing couple of days ago. It's a Vaillant ecoTEC pro 28. The system was flushed before installation and air was sorted as well. The electrician came in yesterday and installed Honeywell ST9100S external controller. The system all seems to be working fine (or was) but the radiaters now does not get warm enough or at all sometimes. I think it's something to do with this controller. I have done the setting by going through manual but still can not work out so advise would be appreciated. Also the current dialer settings on the Honeywell controller is 22, boiler set to 75C, controller on the radiators around 4/5. The hot water temp on the boiler is 45C and comfort is activated. The radiator icon sometimes comes on, then it flashes when the radiator gets warm but then goes off. Any help with how to work out these settings is grately appreciated. Thank you in advance.

First thing turn comfort off. No need for it, all it does it waste gas keeping a small amount of water warm so you don't have to wait as long to get hot water from the tap.
The boiler appears to be working correctly, 75 degrees for the heating circuit is the max. Reduce it to save fuel.
The flashing radiator symbol indicates the burner is heating the heating circuit water to get it to the set temp, in your case 75 degrees. Once it reaches this temp it stops heating the water.
The wireless stat will control the boiler. Once the air temp reaches 22 degrees the stat turns off the heating. If the room where the stat is located is at 22 and is maintained other radiators may well get cold as the stat will turn off heating demand for the boiler. Once turned off no warm water will flow and radiators will lose heat.0 -
I am trying since last two hours as heating is not coming on. I have turned off the comfort water bit. Now the heating symbol does not flash but on all the time. Also the controller has been fixed in the kitchen (wrost place I know) as gets warms quickly and hence heating won't come on I thinkthink. I have turned the controller to full but no luck. Any idea now?0

Radiator symbol Permanently on means the system is in heating mode, but not heating the heating circuit water as the water temp (75 degrees) has been reached.
Turning the controller on full won't provide more heat. Once the water circuit temp is at the set level (75 degrees) the boiler will stop heating the circuit water until the temp drops.0 -
If you have a wireless stat in the kitchen and it is sensing the temperature required then no heating will come on no matter what the boiler is set for.
If it is wireless, simply move it to the hallway!Signature removed0 -
The ST9100 isn't a wireless stat and timer, it is only the timer. The OP hasn't said where the stat is.0
