New radiator cold at the bottom after 3 months

I recently had a new boiler and seven of my nine radiators replaced at the end of October 2012. I now have a large cold area in the living room radiator at the bottom. After research on the internet this points to sludge in the radiator. I have drained some of the water out of this radiator by opening the lockshield and it is discoloured. When the boiler and radiator were installed the system was flushed but not powerflushed as the installer said as I was changing so many radiators it would not need it. The installer is pointing to the design of the system in the airing cupboard and a valve being the cause. It is mainly one radiator and before the system was changed we didn't have a problem with areas of radiators getting hot. I now have British Gas coming round for a free quotation as to whether I need a powerflush. I'm only using the free quote and advice from British Gas to find out whether the installer is trying to get out of his obligation and trying to pull the wool over my eyes which I suspect he is.

    system powerflush from british gas you are looking at £700 approx, As far as i am concerned the boiler has a faulty heat exchanger or the installer has not used a cleaner correctly as you are meant to do a few hot and cold flushes, the discolour water could be the inhibitor .

    My diagnosis without seeing is the systems contaminated due to not cleaning correctly,

    Out of interest what is the width of pipework ? is it micro bore? how old is the pipework approx???
