If your account is closed, you'll NEVER receive the credit agreement anyway.
You don't need the agreement to complain about PPI, just the account numbers and mis-selling reasons.

Cheers! You are a helpful soul Moneyineptitude. So is the next step a request for transaction history? Just to add, I m on a debt management plan, so I dont think any of my loans have actually closed, would that be the case?

You can send a Subject Access Request (SAR) letter to your lenders. It costs £10 for each though (so may not be wise given your financial status)
